Using a Dutch oven, sauté the onions in the
butter on medium heat until they are tender. Take off of heat. Stir in
the all-purpose flour until smooth and no lumps. Whisk in tomato juice
slowly. Put back on heat and add salt. Cook this mixture until just at
the boiling point. Do not allow to begin boiling before removing from
the heat. Allow it to cool for 10 minutes. Stir in the milk slowly. This
is best when served immediately.
